Decree on local tourist guiding
The Decree on tourist guiding regulates the conditions and procedures for providing tourist guide services in the municipalities of Piran, Izola, Koper, and Ankaran, with the aim of ensuring a high-quality and professional experience for visitors.
The decree defines the requirements for guiding, guide training, registry management, and supervision of the activity. It was adopted by the municipal councils of Piran, Izola, Koper, and Ankaran in September and October 2023. You are invited to read more in slovenian language in the document below.
Course for local tourist guides
1. Who is a local tourist guide and what are their responsibilities?
A local tourist guide is a person who professionally presents the natural beauty, cultural and historical monuments, history, artworks, ethnographic, and other attractions to domestic and foreign visitors in the municipalities of Piran, Izola, Koper, and Ankaran. Their role also includes providing information and explaining the history and significance of specific points within the tourist area.
2. What are the requirements for performing tourist guiding activities in the municipalities of Piran, Izola, Koper, and Ankaran?
A local tourist guide can be a person who meets the following requirements:
- at least a vocational secondary education,
- knowledge of at least one foreign language at an intermediate level,
- successful completion of professional training for tourist guides,
- registration in the tourist guide registry managed by the Portorož Touristboard.
3. What education and language skills are required to register as a local tourist guide?
To register, a minimum of vocational secondary education and knowledge of one foreign language at an intermediate vocational level are required. Language proficiency must be proven with a certificate or proof of successful completion of a foreign language course.
4. What is the training process for becoming a local tourist guide?
The training includes both theoretical and practical parts, and concludes with a professional knowledge exam. The training is conducted by the Portorož Touristboard, which develops the training program in cooperation with other tourism organizations.

6. How long does the professional training last, and what does it include?
The professional training for local tourist guides is divided into two main parts:
- The theoretical part consists of three days of lectures, covering a wide range of topics related to history, culture, natural attractions, and tourism and hospitality practices in slovenian Istria.
- The practical part includes field exercises, where participants gain experience in guiding groups, and a study trip visiting key tourist sites in coastal towns and the countryside of Istria.
Successful completion of the course—which includes both theoretical and practical training along with a passed exam—is the basis for receiving a local tourist guide ID card and registration in the guide registry of slovenian Istria.
7. Do I receive materials for the course?
Yes. Two sets of materials are prepared for the course in slovenian language: “Slovenian Istria and the countryside of slovenian Istria”, and a list of recommended reading.

The costs for training and registration are determined by the price list of services prepared by the Portorož Touristboard. The price list includes training fees, registry management, exam sessions, issuance of the ID card, and course materials.
9. What does the tourist guide ID card include, and how can I obtain it?
The tourist guide ID card includes the guide’s first and last name, registration number, issue date, and the validity period of the card. The card is issued after successful completion of the professional exam and registration in the local tourist guide registry, and is provided by the Portorož Touristboard. The ID card is valid for three years and must be worn visibly while guiding.

In accordance with Article 10 of the Decree on Local Tourist Guiding, local tourist guides are required to report the number of guided tours conducted in the tourist area. The report must be submitted to the Portorož Touristboard no later than January 31 for the previous calendar year.

If you have lost your ID card, you can order a replacement from the Portorož Touristboard. The cost of a new card is €7.
Why am I not visible in the online registry of tourist guides of slovenian Istria?
If you are not visible in the online registry of tourist guides of slovenian Istria, there may be several reasons:
- You did not submit the statement on the number of guided tours for the previous year.
- You did not pay for the ID card.
- You did not submit the completed GDPR form, and therefore did not give consent for your data to be published.

To add an additional language to the registry, you can register for the next course, but only for the exam session. The exam fee is €40.
Guiding in accordance with legislation – quality and safety for all
In Slovenia, tourist guiding is a regulated profession, ensuring a high-quality, professional, and safe experience for visitors. According to Article 38 of the Tourism Development Act, only guides from EU member states with appropriate professional qualifications may occasionally provide guiding services. For permanent work or for guides from third countries (e.g. Korea, China, Taiwan), passing the Slovenian guide exam through the Chamber of Tourism and Hospitality of Slovenia is mandatory.
That is why we support the work of licensed guides who comply with legislation and contribute to the quality development of tourism in our region. If you encounter unauthorized guiding, you may report it to the Market Inspectorate of the Republic of Slovenia or the (Inter)Municipal Warden Service, which are responsible for enforcement.
